Disconnect from the internet. Open one IE browser window. Clear its browser cache, remove all cookies and temp files, then close the browser. If you have broadband, reconnect your internet. Reboot. Go to a simple website, such as Google.com. Close the window. If you still get the error, then you may need to reinstall or update the browser, or use a different one (it would have helped if you mentioned which operating system and IE version you are using; if you are not computer savvy, you might want to get a knowledgeable friend to help you). If you don't get the error, you might be okay (you didn't say whether the error happens on the same site/page, which also would have been good to know).Others may mention fixing the registry, but even experts avoid doing that; it's too risky.
